The thing is that I am also in the same situation, trying to learn for certification purposes but the access to IOS images seems to be challenge, I would have to go through a Cisco Partner, It's a pretty dissuasive challenge. If you raise this question, maybe you do not have legal access to the images. As such, you can always rack rent a lab or buy license for virtual lab. If you ask the question maybe it's so one can get practice to get certified.
If you have the hardware and can afford the cost you could always try Cisco Virl it has all the images you will need. David Bombal explains how to get this going. One count of boost performance license is reduced from the usage pool, and one license is returned to its original pool. The IOS images on these routers are fairly outdated. The Cisco support page however will only allow downloads with a contract. I have tried GNS3, however my computer is a bit limited in its capacity when it also needs to run several virtual machines at the same time. In my Cisco profile it states that I can fill in a contract or serial number. Can I fill in the serial numbers of the routers I own to unlock the downloads?
